President Biden, whose country is Israel's main ally, was speaking to reporters in New York City about a possible ceasefire in Palestine.

"We are close,"he said on Monday. "We're not done yet. I hope the shooting will stop by next Monday."

A US State Department spokesman said earlier that "progress" had been made in negotiations for the release of Israeli hostages in the past few days, but it was not yet clear whether Hamas would accept the latest proposed agreement.

"We have made progress in the talks we have had between Egypt, Israel, the United States and Qatar,"spokesman Matthew Miller said.

Last week, the United States was widely criticized for vetoing a UN Security Council resolution demanding an immediate ceasefire in Gaza. Instead, it proposed its own temporary ceasefire resolution, which also warned Israel against invading the southern Gaza City of Rafah.

The Israeli government says it has received plans from its military to evacuate civilians from parts of the Gaza Strip ahead of new ground operations.

In a separate development, Palestinian Authority Prime Minister Mohammad Shtayyeh resigned along with his government, which administers parts of the occupied West Bank.

President Mahmoud Abbas accepted his decision, which could pave the way for a technocratic government.

Abbas is under pressure from the United States to reform the Palestinian Authority so that it can govern Gaza after the end of the war between Israel and Hamas.

Last week, Netanyahu presented a vision for the region that did not mention any role for the Palestinian Authority.
